FBI Arrests Alleged Chinese Agent Accused Of Spying On Taiwan President’s Son Before Flight

The FBI arrested Wanying Zhang, also known as Heather, at Los Angeles International Airport on charges of acting as an unregistered foreign agent spying on the Taiwanese president’s son.

Bill Essayli, the first assistant US attorney for the Central District of California, announced the arrest in a post on X on Sunday ahead of her planned flight to China.

Authorities charged Zhang, 34, a resident of Irvine, California, with failing to notify the Attorney General that she was acting on behalf of a foreign government, which is a federal offense.

Surveillance And Travel Details

According to the FBI, Zhang surveilled the son of Taiwanese President William Lai Ching-te. Although the agency did not name the target directly in initial statements, a subsequent news article identified him as Lai Ting-yu.

The US Justice Department stated that Zhang travelled to Seattle in 2025 at the direction of Chinese officials. During this trip, she collected and transmitted photographs, video footage, and license plate details of the Taiwanese leader’s son and his family to China.

Essayli stated that Zhang “used tradecraft to avoid detection” while operating as a Chinese foreign agent. She is scheduled to make a court appearance in a Los Angeles federal court on Monday.

Geopolitical Context

President William Lai Ching-te and his Democratic Progressive Party maintain that Taiwan is an independent country separate from China, whereas Beijing considers the self-ruled island to be part of its territory.

While Washington lacks formal diplomatic ties with Taiwan, US law requires the government to supply the island with defensive capabilities. Earlier this week, the US delivered two F-16V Block 70 fighter jets to Taiwan to support its defence against potential attacks from China.

Chinese President Xi Jinping reiterated Beijing’s long-held objective in January by pledging to achieve the reunification of China and Taiwan, describing the goal as unstoppable.
